evidence that Bush favors a draft:

The pentagon is apparently interested in volunteers to fill the empty openings it has in the selective service boards. The last time this was done was when Reagan was president (note: this means that there is historical precident for revitalizing the selective service boards without intending a draft).

The US needs more troops to conrol Iraq.

Evidence that Bush does not intend to restart the draft:

It would kill him politically.

His political enemies are in favor of it.

It would undermine public support for the war.

The president and the secretary of defense are both publicly adamantly opposed. In fact, the SoD got in trouble earlier this year for making comments about the negatives of drafted soldiers which some ex-draftees found offensive.
