Teens ride in them... around here some smash hard into glass bus shelters with them shattering them. They also race them. That aside little old ladies and such will take them too. They didn't bring a small buggy with them to tote groceries home so they take the cart home and dumb the buggy not far from their home or at bus stops. The main bus depot closest to where I live has tons of buggies at it from safeway and walmart. And typically it is little old ladies or people with alot of kids or whatever and they didn't feel like carrying it to the bus from the mall.(a 5min walk not even)
