The tissue is now burnt and needs to heal. Oxygen is good for healing tissue. Cold water takes away the initial heat which will reduce the severity of the burn (think of hot liquids and not so much burning fuel)

It's better to get the thing to heal properly than to worry to much about imediate pain. this is all dependent on the size of the burn of course, but generally the pain will subside if you leave it alone. I remember when I badly burnt my hand once that i kept it in water for hours and wouldn't take it out because it kept hurting when I did. I eventually (hours later) exposed it to the air and it hurt badly for about 20 minutes and then subsided. I should have done that after the first half hour.

Creams and bandages can also cause scaring.
