I propose that we call this debate a draw. You have conceded that money is helpful which echoes my sentiment of "Money DOES solve the problems that are created by the lack of money". It's not a panacea and I never claimed it was. Mandatory ethics training and proxy-parents are programs that require money. Of the meager resources that some schools have, it would be folly to believe they could conjure up such things given their current budgets. Money is merely a conduit to provide services and programs to help people. Without it, you can talk up all sorts of ideas, but they will never come to fruition.

What I mainly object to is the equine excrement that "throwing money at a problem doesn't help". That excuses the person saying it of actually doing something about the problem. It excuses them of being too niggardly to pay for something they deem useless (to them perhaps, but not to those on the receiving end).
