where you are proposing anything concrete that stands a snowball's chance in Phoenix in July of accomplishing anything. You seem to understand the problem, however, you don't have a workable solution given the current political and sociological climate.
I'm with you 100% on licensing people to have kids. Churches would fly into a lobbying frenzy over that, though. What would happen to unlicensed people who did have kids? How would we punish them? And how would we punish fairly when the gestational vessel is simple to determine but the sperm donor is less easy to find? Do you sterlize them for one infraction? Two infractions? What do you do with all those kids? How would you deal with a situation where a young girl, who may make a decent parent with maturity, gets pregnant without a license? What about the newly-created black market for fake licenses?
You don't have answers; you merely have a suggestion that leads to more questions. You can say that we need better parents all you want, nice theoretically but that lends absolutely zero concrete energy to a solution.
Regarding New Orleans public schools: They are a mess partly due to parental apathy, school board incompetence, corruption, poor funding and pervasive political apathy. Our recent election, we voted to let the state take over failing local schools. The school board had kittens, but it's somewhat their fault that they're screwed up so badly. |
