Let me see if I have this straight?

You are trying to telnet to the Linksys router? Last I looked at my Linksys it didn't use telnet, it used a browser based configuration system with an option in it's configuration to allow management from the WAN interface. (not something I would really recommend!)

Is the windoze box on the trusted side of the router? What are you trying to access? Do you also have a linux box on the trusted network that you are telneting from?

Are there any host allow/deny statements configured in the linux box on the Internet side of the router?

Remember that the router will NAT the address of any internal PC (providing that you haven't diabled or otherwise mucked with the NAT configuration on the router) so that the IP address you have to put in any type of host allow/deny statements will be the actual public IP address of the router, not the private IP address that is actually on the internal PC.
