As discussed elsewhere, the Police are quite clear that they have sufficient powers already under 'Due Care & Attention' so don't need or want this. It will be practically un-enforceable. Those of us who worry about these things (and who only occasionally use a phone while driving - WITH a hands-free kit) will be stung for the expense of a 'Proper' car-kit. The majority of cretins who use their phones while driving will ignore the new rules & no more of them will be caught than before! Grrrrrrrrr!!! Nanny-State!!!!!!!!!!!!!!!!!
