There's also the issue of when you're talking to someone who's not in the same vehicle as you, that you're projecting your attention towards them and thus paying less attention to your surroundings.

Another reason use of hand-held phones will be illegal is that dialling the thing tends to take people's eyes off the road for far too long. It will also stop people writing texts while they're driving, which I think you'll all agree is generally a bad idea. Most people can't touch-type their text messages.
