you need to install the japanese IME (input method editor).

- go to http://www.microsoft.com/windows/ie/downloads/recommended/ime/install. asp?&gssnb=1
- in the dropdown list select "Microsoft Global IME 5.02 for Japanese - with Lanuage Pack"
- click the "Next" button
- save and run the file, reboot and check that it worked

i just tried this on my roommate's 98 machine and it worked. this software will also enable your so's mom to enter japanese input on the web or in email (if she uses outlook) using a standard keyboard. if this is what you installed before, only other thing i can offer is to make sure you had selected the one with the japanese language pack. hope all this helps you out!
