I'm not sure that granting the privilege to vote	by LurkerMo	2003-10-22 15:58:21
affects the consent of the governed. The two are not related at all, except that the country was founded on an uprising against taxation without representation. But granting consent to be governed does not have to be dependent on a say in that governing. I mean, just look at the current voter turnout, and you will see that there is no insisting on that relationship:-)
