You're right. NT did come out before 95. My mistake there.

But that still doesn't prevent the 95 series from being pre-emptive. Pre-emptive multi-tasking simply means that each process is given a "time slice" in which to work then is removed by the OS.

Cooperative means that each process is supposed to release the CPU when it's not busy.

The BIOS actually has very little to do with either case as the OS should have installed itself as the handler for any events that then notifies the individual process that wants to be notified.
