It's by the people who used to make Tiny Personal Firewall, which is to my knowledge no longer in development. It's a wonderful tool, more customizable than ZoneAlarm in my experience, though you have to know what you're doing somewhat to get it running and it will pester you about everything until you get your rules set up. It's worth it, though, to know that nothing is making a connection without your say-so. Grab it here. :-)
