It's the main reason that Win9x/ME suxors! Drop Mac OS9 and go with Mac OSX. Apple is the last of the major PC players to go to pre-emptive multi-tasking for their OS. I went directly from PC-DOS to OS/2 (not counting Unix diversions) and didn't go to Windows until MS relabled OS/2 as WinNT. I've never owned a copy of Win9x/ME, however, I did have a copy of WfWG for a while. With that one single exception (WfWG), I've been in pre-emptive multi-tasking environments since 1989.
