There are a multitude of service jobs that are actual service and not just a quick way to hemorrhoids from an office chair. IIRC, that is what service meant in the book in question. Right off the bat, I can think of firefighting, paramedic duty, public works maintenance. Office positions in the book were usually given to veterans of the said government service.

Also, if you read the book (and you should. Many of your objections are addressed there.) you will see that the government actually takes pains to discourage people from going into the military. The recruiter is a sergeant who is missing an arm and both legs so that people can see what could happen.
