    I would postulate that in a democratic society by romandas 2003-10-11 23:35:38
where most members of said society are aware of the horrors of war, or have at least been exposed personally to the risks of it, would be less likely to go to war than say.. the current administration of afore-said democratic society.

Put simply, the last person to honestly want to go to war is a soldier, thus a government founded on citizen-soldiers would be quite adverse to sending their sons and daughters off to die.
