The rights are not taken away in this case, they are earned. However, education into how government works would also be needed at an early age, considering the classes the characters in ST went through as students. 'Pacify' the masses through education; give them the ability to think and know that the right to vote is invaluable to affecting the government and I think the violent form of goverment protest would not crop up.
