is part of the idea, but raising the value placed on voting in our relatively voting-apathetic society is central to it, which earning by some sort of means as opposed to being given a right and just not bothering with it.
The point of view in the US is that voting is a right, not a privilege. While a good idea in itself, our society takes voting for granted.. as with anything given freely without cost. Even though it's really not freely given, but has been 'purchased' by blood, sweat, and tears of many people.
Making some sort of duty mandatory to gain voting rights establishes it as a privilege, and people normally do not abuse their earned privileges. |
