That would be one of the first effects of taking the vote away from arbitrary swathes of people. Democracy is not just a means of controlling the government, it is also a way of pacifying the populace so they don't do things like that. If the government is doing things you disagree with in a democracy then you have non-violent ways to stop them. Take them away and all you have left is violence.
