They are pushed farther into menial work for life.
Schools in this area (suburbs of Washington DC) are required to do community service to graduate. The idea is that they will learn respect for the less fortunate. The only problem is that there aren't nearly enough jobs for unsupervised and unmotivated students to participate in. In order to allow everyone to graduate, the bar for "service" is lowered so that students can sit in their church's nursery and get credit. What life's lesson did they learn? Probably how to finesse silly rules.
