I'm glad you aren't like our Canadian friend (easily baited into displaying his true colors).
You raise a very good point that a man's ideas are not necessarily dependent upon each other. However, if that man consistently raises weird or unpleasant ideas, then you cannot just ignore the trend, either. The idea of serving in the military before being allowed to vote came from someone with a lot of strange ideas, as I indicated. That makes it worth looking at from more than the gut instinct level, which is how I believe you are doing.
As Illiad said, it looks like a sensible idea from a distance, but the details make it start to look much less feasible and more prone to corruption of another kind.
Assuming that the idea was to adopt such a system, how would it be initially implemented?
Are you assuming for the sake of argument that we would implement it in the US or somewhere else?
