At least here in Canada the army's used for all kinds of emrgenceis such as floods, ice-storms, earthquakes, etc. I even got called out once to go shovel snow, which was pretty stupid but at least we were useful. Plus the training that the military does on a daily basis is harder than anything the police force does, and is probably just as risky. Take a look at how many US soldiers died in accidents last year and you'll get the idea.
