Make them recruiters, clerks, librarians, and computer techs. there's all kinds of jobs a person can do in the military even with physical disabilities.

They would also be exempted from voting :-) that's the idea, either you do something for the country or you don't vote. how you justify your refusal to do it doesn't matter, the only thing that matters is wether or not you do it.

what's "real service" exactly? and how would this system make it easy for people to avoid it?

Send them to work for Lockheed-Martin or Boing as military advisors working on new generations of aircraft. Or go work for NASA developing new space technologies. There are all types of research jobs in the military, and the supply would create more jobs.
