Those who vote make the policy. Therefore if the country were going to war, it would because those who CAN vote supported that decision. If you can't vote, it doesn't matter what you think because you haven't earned the right to influence the actions of your country. I think the general idea is, if you're unhappy with what your country is doing, AND you aren't willing to risk your life for your country, then you really have no right to complain because it's not your life on the line. Those who DO support the decision and make the policy are the ones who are going to risk their lives, while you sit at home and complain. So why give you the right to change anything?
