sounds more plausible. Though I don't see how counting hairs on a caterpillar would help anyone, or show that you are capable of understanding the concepts of duty and rights.

Government service could potentially mean working as a campaigner for someone. Or perhaps as an office clerk in some government bureau...-that- makes sense. Military service is over the top. Unnecessary and excludes pacifists to an extreme. Being an office clerk for some bureaucrat, however, that is something any pacifist could do, assuming the bureaucrat was reasonably pacifistic as well.
