give him an unlimited budget, make sure he understand that the Bugs (or whoever) are coming, and stand back.

Other brilliant pacifists? Einstein was a pacifist from all that I have heard. Nonetheless he signed the letter that convinced Roosevelt to start the Manhattan Project and he also did his term in the Swiss Army I understand.

As for free speech, they say in the Coast Guard "Growl you may but go you must."

Being required to serve your society before you are allowed to flip a lever on a voting machine is hardly restrictive of free speech.
