once you had served your term. Why should you help your country by performing some civil service for the military? Why to get a vote of course, and to prove that you will put the needs of the society above your own even if you disagree with the government's view of what those needs might be. The idea is that rights carry duties--the current system puts right before duty, the proposed system puts duty before right.

Which groups would be excluded from voicing their opinions?

The trouble with your idea of everyone taking a political science course is that sitting in a classroom for yet another year isn't going to accomplish anything that the 12 years that kids sit in classrooms now doesn't accomplish.
