GOVERNMENT service, not necessarily military. One of the most widely held misconceptions about Starship Troopers is that military service was required for citizenship. I don't have it in front of me so can't quote exactly, but it was government service, with a long list of nonmilitary occupations as well as the military. Further, the government was obligated to take any applicant and find something for him or her to do--there was no requirement that it be easy or pleasant or even useful, just within the person's capabilities--he used the example of a blind man being given the task of counting the hairs on caterpillars by touch.

Now whether this is a good idea or not is another story.
