If I remember correctly, in starship troopers anyone could get in the military. The people had a consitutional right to serve. Thats not to say that everyone fought, but they always had to find something the person could do. For the ablebodied that were pacifists, objectioners etc, they just found the dirtiest nastiest non-combat job that would still be very hazerdous to your health. That way even if you didn't fight you were still putting your life on the line for your country. The key to all this is that your put your life down in protection of your nation. Thats what gave you the right to be a citizen. I personally think its a great idea.
