the way you imagine it. You have the reality of people who are disabled and unable to serve in the military, people who have religious objections or obligations that would be exempted. Also you have to many (at lest in the US) who would take advantage of priviledge to avoid real service (<cough>bush<cough>). You also have many who would be spending the time when they would be most productive (the best scientists are most productive in their early 20's) in an endevor that is wasting their talent.

Add to that the expense of equiping so many people and the cost of the management of the program.
