Yes, I agree that some form of service, whether it be military or civil, to one's country should be a prerequisite for full citizenship. IIRC, there was also non-military service in the book one could do if one wasn't fit for military service. That would give those of us who are too old and too crippled up to perform military service an out. It's really sensible policy and sad that we have so many people who are willing to put others in harm's way when they themselves would never be willing to put their asses on the line. Likewise, we have a lot of people willing to create or kill programs that they themselves wouldn't be willing to administer or maintain.
