I see a multi-tier society forming.
Those who earned their rights by standing around, doing press-ups and being there just in case something might happen (military)
Those who earned their rights by saving lives on a daily basis (medical)
Those who earned their rights by risking their lives every day and dealing with violence most days (police)
Those who would have earned their rights but some chance event resulted in their not being able to, who hate the three above as a result.
The rest.
In peacetime, I can see the soldiers getting a rough time off the ones who actually had to do something for their rights. Sure, you can argue that war can break out at any time, but to the policeman who just had a bottle broken on his head and the hospital orderly who had to hold the pad to his face while he was wheeled into emergency, and to the doctor who had to remove the shards of glass from his eye socket, 'might happen' won't cut much ice.
