Military service in the book is not the only way to achieve citizenship. Check out killgrinch's post for a bit of a correction to mine. Also, just because their is one similarity to a place doesn't make them equivalent. Prior service allows full voting rights. Totalitarian states, last I recall, either do not, or make them just for show. I do not imply that at all.
