totalitarian countries, where the membership in <place part of society here> was a prerequisite for anything.

Don't get me wrong, but putting the focus on military would change any country into a totalitarian system. And what about... let's say Stephen Hawking? He is a brilliant mind, but he isn't able to do any military service at all. You don't want him as a citizen? What about other brilliant minds, that are pacifists? How does this correlate with free speech?
