method for citizenship, perhaps the civil protection force SaleGamine mentioned. As for if they were blind, I know of a company that specifically employs blind workers (Skilcraft). They're a major defense industry, and while I haven't checked out the actual stats on blind vs. sighted workers, they do create an enormous amount of stuff for the military.

I only state this because I believe it would take very specific issues to disqualify someone from *any* form of service (quadriplegic, no arms, etc). For those, perhaps it's waiverable, at least to a degree.
