Once you leave an 'out' for conscienscious objectors, it's hard for it to be anything but a formality, since anyone can sign a declaration of such a thing for the purpose of not serving in the military, and it's rather hard to disprove, now isn't it?

There's just no practical way to include them, that I can think of. You would have to create a specific branch of military (or non-military) service for them to participate in as a direct substitute.
