honestly, I started out my service during a time of peace, and never expected to go to war. War may never break out, but they still have the possibility of putting their money where their mouth is, so to speak.
As for the peace officers... I'd have to wonder if that qualifies under Heinlein's ideas.. I seem to recall community service of some unspecified type being another way to earn franchise.. but I could be mistaken. Serving as an officer of the law could be another way. After all, the Coast Guard perform police duties (and search and rescue) during peacetime, but are a military force during war (under the Navy). I'd say they qualify for franchise. |
