Not enough fuel to change the orbit to meet up with the ISS before they'd run out of stores. Possibly they could have sent up Atlantis with a minimum crew and transferred everyone over. Then just dump Columbia into the ocean somewhere safe. Challenger was as much (if not more) management than enginering. All the sound bites I've heard of todays press conference has said the Mgt has not heeded the warnigns from Challeger. Beaurocracy is bad. Having a client or manager who does does not keep touch with reality is even worse. At least beaurocracies have an order, even if it follows chaos theory into unmanageable complexity. When the client is insane but calling all the shots, then life gets really fun.
