They _already_ do that off-campus. Not much the school can do about that. The school has to take care of the kids while the kids are on school property or under direct school supervision (like on a field trip). When you are walking home, you are back in the general population and "on the street". The core problem doesn't originate within the school. The core problem is some (or many) nasty little bastidges who haven't learned how to behave in civilized society and who prey upon others. They don't learn that in school (I hope). The biggest difficulty in dealing with bullying today is the lack of proof-level evidence. In the old days, the problem was that parents would tell you to just "stick up for yourself" (ask nin_man, he still holds that view). They would dismiss it as kids being kids. Well, kids got nastier. Today, violent crimes are being committed, and the schools are being held responsible for the actions of kids they cannot control (not until the great mind control ray gun is invented, of course). And they usually cannot prove that certain students are guilty of such behavior well enough to get them kicked out of school or arrested.
