But your definition of "anyone who matters" is probably a lot more restrictive than mine when it comes to my own life. Anyone who can have a strong impact on my life directly or indirectly is someone who matters. And petty bureaucrats fit that bill quite nicely.

The other thing to consider is that this is a tool. Suppose that everyone involved starts using this in _exactly_ the positive manner described when they proposed it and never abuses it. Okay, that's really hard to swallow, but just pretend. Now, some day one of those people who matter is going to be in a political pickle of some sort, and they will look around for any tool that can help them get out of it.

Voila! All they have to do is justify the "expanded" usage of this pre-existing tool and who can stop them? Hey, it'll probably be "for our safety" even.
