You have more freedom of where you go in public. They're minors, you're an adult (presumably - although kids go to the street, too). They are under the protection of the school, and thus the school is responsible for their safety. We are "free" to do whatever we want so long as we don't break a law, and the police are not directly responsible for our actions while on public streets.
