| Give the power companies what's in that draft - the ability to invest up to 20% - BUT under penalty of high fines force them to install those filters into their plants within, say, not more than 5 years max. - in all the plants that are to be kept running, not just those that get the 20% investment.
That way you can NOW have enough energy but still be sure that you WILL have cleaner energy ASAP. Additionally, as those investments are supposed to be used to make the plants operate more efficiently, there should be strict limits to what is allowed to be changed in those plants. Thus this can't be abused to only squeeze more money out of those plants by making them produce even more even uncleaner energy instead of modernizing them and making them more efficient.
And after they've bought some time with that, how about some decend governmental plans for an alternate energy program? No wait, getting carried away here... There's no way that's gonna happen with Dubya...
