there is, I'm given to understand, quite some debate, (and pressure) about 'upgraded' versions of the net protocols being designed in ways that would serve the interests of large carriers and content providers at the expense of design features that promote more egalitarian use of the net (eg. the 'edge-to-edge' design considerations currently implemented). Isn't that part of the whole W3C and ICANN debates/struggles?
