legal allowed to choose who they will marry?

AFAIK, they're not obligated to marry anyone who walks in and says "Hey, I wanna be married". Granted, they're not going to say "I don't like you." but I imagine "I'm sorry. i'm booked up right now." would get someone out of performing a marriage they didn't want to.
