Based on what Patch said, the minister/priest/whatever is an official extension of the government. The ceremony itself is not necessarily material to this case, but that person himself _must_ officially marry any who fit the legal criteria.

And since he regularly performs his official duties in the church (==office), they should be allowed to request (and receive) the same service - without the necessity of allowing witnesses (save a couple) or the ceremony, since those are purely religious.

Now, if even the "properly religious" couple-to-be _technically_ gets their certificate somewhere else and just has the ceremony in the church, that makes a huge difference. In that case, whoever signs the certificate should do it for all legal couples, and in whatever office he/she normally does so.

An interesting sidebar to this is that churches will _have_ to hire women and gays in the same position. Otherwise, they are violating national discrimination laws.
