Music, IMNSHO, has been going downhill since the early 80's, with a few notable exceptions. If we were to get another genre like, say, classic rock, or big band, that everyone liked (as in, not confined to a certain age group), I bet sales would pick up immensely.
I also think that backlash against the RIAA's heavy-handed tactics are playing a part too. Music pirates seem to be seeing themselves more and more as a sort of "Robin Hood" figure, stealing from the rich things which they think should be free.
