I think BloodyViking made similar ones. I think the mention of the Kyoto Treaty butchering kind of put a strong negative light on this action.

I still think Bush will be only too happy to accept whatever abuse of the proposed law comes about. It seems like he's starting to realize that the environment as an issue is getting more and more important, and change will happen whether he likes it or not. So he has to appear to be flexible while still allowing the maximum amount of profit.

A liberal Pres would be more likely to hand those companies the upgrade or die ultimatum.
