| Wouldn't newer, more efficient boilers, furnaces, etc. tend to reduce emmissions while providing more power? Other parts, such as turbines, wouldn't increase emmisions at all, but could increase output. Isn't higher efficiency a good thing?
Tying the filter requirements to upgrade and repair costs was stupid from the get go. Those plants should have been given a date by which they should have the scrubbers installed, or be shut down.
10% more carbon emissions than all of western Europe combined? What about the fact that the US is 250% the size of western Europe combined? Doesn't that put things in perspective a bit better?
