the power is good - meaning the supply is stable. I don't have my reference handy for the ATX supply, but without this signal,the PC will not boot. The drives will still spin, the power LED may light (depending on how it is wired - usually to the +5V supply), but the rest of the system does nothing. You could check the supply with a meter to be sure all the right voltages are in all the right places.
