Its owner has it set to "resume on power loss" so it sometimes tries to turn itself on when I plug it in, sometimes waits for me to press the power button, seemingly with no relation to whether or not it was actually on when I unplugged it. It's not totally not turning on. The power LED will come up, the drives (if plugged in) will spin up... it just gives no video output, no beep codes, and does not make any of the noises (eg. floppy access) associated with its normal boot activities.
