It's not recognizing --dbpath? It's in the manpage... I'm not sure if you need it when using --root, though.

If rpm still refuses to work, you can use rpm2cpio and extract and install the files manually. To do this, put a copy of the glibc rpm in / and run "rpm2cpio glibc-whatever.rpm | cpio -i". After you get things working, you may want to try messing with the rpm again, so that the rpm database is correct.
